Chen is now the artistic director and supervisor of Taipei Experimental Theatre League. He joined the experimental theatre movement in 1987, successively participating inTaipei Experimental Theatre Lab, Field Zero121.25 Theatre and U Theatre. In 1992 he and Yang Chung-yen established Taiwan Walker Theatre, a performance group boasting its folk festive style. Aside from directing and writing plays, he is also adept at planning artistic activities, writing theatre review, and experimental theatre theories. In 1996, in order to quicken the development of experimental theatre and enlarge public space for cultural activities, Chen, allied with other experimental theatres, founded Taipei Experimental Theatre League and became the first supervisor. Chen has talked Taipei City Government into converting the building of former Taipei Police Office the Second Branch of Zhongzheng area into a building for cultural activities, making it a private-run public cultural facility.
